    Background

    Organization and Personnel Office, “OPO in short”, is an administration mechanism supporting the president board in organising, officers managing staff. It is the focal point in liaising with faculties, offices, departments within Souphanouvong University.

     

    Roles

    • Educate staff within the center on politacal ideology, dispositions and rules of laws
    • Manage officers’ biographies in the university.
    • Summarize, monitor, evaluate and report to related higher authorities periodically.
    • Propose Party development and extension plans of the university.
    • Manage and utilise the budget, vihecles and the assets of the office based on the rules of laws of the government and the university
    • Coordinate with offices, faculties and relevant departments in the university.
    • Implement decrees, orders, rules and laws from the government, terms from the Ministry of Education and Sports, and the university president’s decisions.
    • Check and propose organization structures from faculties, offices and departments to high management to consider.
    • Create plans for staff development periodically.
    • And perform other activities assigned by the university high management

    Rights

    • Recruit, propose and place staff in positions.
    • Propose for staff promotions, transfer, welfares and penalties
    • Integrate, summarise and report organisation and personnel activity implementation to the university management
    • Utilise the office’s budget, income, equipment, building and vehicles
    • Plan and propose for budget for office’s equipment and asset maintenance
    • Participate in meetings and decision making processes regarding to the university issues
    • And perform other activities assigned by the university high management

    Staff Structure

    The office is composed of  one director, some deputy directors, division heads, deputy division heads, section hears, deputy section heads and some officers

    Responsibilities and Rights of the Director and Deputy Directors

    • The director performs based on the responsibilities stated in articles 3 and 4 in this accord
    • The deputy directors support and substitute the director when the director is not present.

    Responsibilities and Rights of Divisions

    The Party Audit and Management Division’s Responsibilities and Rights Include:

    • Responsible for making plans for Party’s and Mass Organisations’ activities
    • Monitor and support the Party’s and Mass Organisations’ activity implementation of the university.
    • Plan, collect, check and manage biographies, information, statistics of party members and Mass Organisations’ members and extend Party’s and Mass Organisations’ members based on its roles
    • Summarize and report the university management the Party’s and Mass Organizations’s performances
    • And perform other activities assigned by the office management

    The Human Resources Management and Development Division’s Responsibilities and Rights Include:

    • Support the director in managing the office
    • Develop human resources management plans
    • Manage biographies, information, and statistic of officers in in the university.
    • Plan and develop human resources of the university
    • Propose for staff promotions, transfer, welfares and penalties
    • Propose for salary and tier increase for staffs in the university.
    • And perform other activities assigned by the office management

    The Organisation and Welfare Division’s Responsibilities and Rights Include:

    • Support the director in implementing the welfare policies
    • Check and propose staff welfares and awards to the university management and authorities concerned to consider
    • Check and propose the university management and authorities concerned for their considerations regarding to staff’s termination and retirement
    • Develop office budget and equipment plans, and distribute the office equipment to staff working in the office
    • And perform other activities assigned by the office management

    • Work on the principle of centralised democracy, teamwork, accountability and one head
    • All the actions in the office and activities of the office are based on the general directions and plans of the university, and the Party’s policy and government laws.
    • Hold meetings, lessons learned, summarize, inspect-evaluate, summarise and report

    Collaboration

    • The office and staffs have the rights to liaise directly with offices, faculties, centers, colleges and the library in the university.
    • Liaise with relevant public and private departments
