Role

  1. The Inspection Office “IO in short” is an administrative mechanism in the organisation structure of the university that reports to the president and vice presidents of the university. It is directed by the university Party Committee;
  2. Report to the university Party Committee in respect to the considerations, disseminations and implementations of the policies, decrees, orders, Party principles and laws in order to deter and prevent staffs from corruptions;
  3. Assist the university Party Committee and Party members in considering requests and petitions and solving problems for staffs. Monitor and inspect teaching and learning processes, and other academic activities at the faculties, offices, institute, the library and centers within the university based on its roles and responsibilities.

Responsibilities

  1. Develop inspection plans, monitor and inspect them periodically;
  2. Develop and improve terms of references and tools for educational monitoring, inspecting and evaluating;
  3. Monitor and inspect task performances of the Party and the Party regulations compliance of the Party members;
  4. Monitor the university’s, staffs’, teachers’ and students’ in implementing policies, rules of laws, plans and their roles and responsibilities;
  5. Monitor and collect information about the university staffs’ and teachers’ assets and income;
  6. Receive and consider requests and petitions from staff, teachers and general public within university’s responsibilities.
  7. Monitor suspicious actions involving corruption and deterrent within Souphanouvong University. Provide information and work with relevant external organisations;
  8. Inspect, monitor and evaluate the implementation action plans and strategic plans, budget plans, loans, grants as well as the university’s income and expenses;
  9. Inspect, monitor and evaluate offices’, faculties’ and departments’ performances; and inspect university staffs and Party members responsible for monitoring, inspecting and evaluating the university’s performances;
  10. Propose measures and resolutions to problems to the university management to consider;
  11. And perform other activities assigned by the university high management.

Rights

  1. Propose action plans and budget plans for the office advancement to the president and vice presidents;
  2. Propose a university Party committee and leadership board to approve, improve, develop and terminate terms of references that are not relevant to the reality;
  3. Propose the president to establish or terminate divisions and sections of offices;
  4. Propose the president to promote, replace, and transfer administrator and staff; and terminate their duties based on the rules of laws;
  5. Manage and utilise budgets, properties, and funds approved by the president;
  6. Operate the international grants and collaboration projects based on the presidents directions;
  7. And perform other activities assigned by the university high management.

  1. Responsibilities of the Director
  • Consider, develop plans, operate, and evaluate the achievements of Party’s and government inspection implementation within the university;
  • Support, monitor and inspect the staffs’ performances in the office;
  • Educate and manage staffs working for the office;
  • Develop regulations and terms of references for Party and government inspection;
  • Integrate and summarise Party and government inspection results and report them to the relevant authorities.
  1. Other Responsibilities
  • And perform other activities assigned by the university high management.
  1. Liaison
  • Liaise with higher authorities directions and suggestions;
  • And coordinate with offices, faculties within Souphanouvong University, and relevant departments.
  1. Rights
  • Resolve problems occurring within the office’s responsibilities
  • Provide recommendations and suggestions to those using the office services;
  • Resolve problems within the office’s jurisdictions and report them to higher relevant authorities;
  • Propose solution options to the problems discovered from inspections to higher authorities;

Responsibilities and Rights of the Deputy Directors

  1. Duties
  • Develop plans, implement and evaluate the achievements of the inspections of the Party’s performances and academic performances as assigned by the director;
  • Act as secretaries of the director, and act on behalf of the director when the director is not present;
  • Develop budget plans for the office;
  • Develop regulations and terms of references for Party and government inspections.

  • Support, monitor, and inspect the performances of staffs and sections within the division’s management;
  • Educate and manage staffs working for the division;
  • Develop and define regulations and terms of reference for Party inspections;
  • Integrate and summarise the results of Party inspections.
